Bulkhead, seawall or revetment: what is the difference?
A bulkhead is an upright wall that holds soil back from the water. Alabama owners usually say bulkhead. Seawall means the same kind of wall, often built taller where waves are bigger.
A revetment is different. It is a sloped facing of stone or concrete that protects a bank. Orange Beach code defines a bulkhead as a structure that separates land and water and resists earth or water pressure. It defines a revetment as a facing of stone, concrete or similar material that protects an embankment. Orange Beach Zoning Ordinance Art. 2
- Bulkhead or seawall: upright wall, soil on one side, water on the other.
- Revetment or riprap: sloped stone or concrete laid on the bank.
- Living shoreline: plants, shell and low rock that hold the edge.
The rest of this guide covers upright walls first, then the sloped and living options. For the repair-or-replace choice, see repair or replace a seawall.
What does each wall material cost per foot?
Vinyl on Orange Beach permits ran about $360 to $420 per foot in 2026. Other materials have no Alabama price in our research, so their figures come from Texas, South Florida and national guides.
| Material | Per foot | Where the figure comes from |
|---|---|---|
Vinyl | About $360 to $420 | Orange Beach permits, 2026 declared values. |
Vinyl | About $256 to $611 | Baldwin County public bids, Lillian, 2022. |
Vinyl | $200 to $600 | National guide, five-foot wall, 2026. |
Wood (timber) | $419 to $725 | One Baldwin County public bid, 2018. |
Wood (timber) | $150 to $500 | National guide, 2026. |
Concrete | $350 to $650 | One Texas Gulf contractor, 2026. |
Concrete | $200 to $800 | National guide, 2026. |
Steel | $300 to $600 | One Texas Gulf contractor, 2026. |
Steel | $250 to $700 | National guide, 2026. |
Composite | $250 to $400 | One Texas Gulf contractor, 2026. |
Aluminum | $400 to $650 | One South Florida contractor. |
Concrete-filled vinyl | $500 to $1,200 | National guide, 2023. |
Orange Beach figures are values owners declared on permits, not invoices. Public bids include bonding. Height, access and old-wall removal move every price. For full budgets, see the seawall cost guide.
Which material fits which Baldwin County shoreline?
The shoreline picks the options before the price does. Canals and sheltered shores allow many materials. The open Gulf allows almost none.
- Orange Beach canals: recent permits favor vinyl, with aluminum walls also in place. Orange Beach permit ST26-000035
- Wolf Bay and Bon Secour River: wood and steel bulkheads are the most common hard armor. Bon Secour watershed plan
- Sheltered creeks and bayous: a living shoreline may work instead of a wall. 2026 NWP 54
- Open bay with long waves: a hard wall may be needed where waves, fetch and surge are strong. 2026 NWP 13 note
- Gulf beach and dunes: walls are barred unless they meet the Coastal Construction Line test, covered below.
A Wolf Bay field survey found 8,103 feet of steel or wood bulkhead, but only 210 feet of concrete, in about 63,190 feet of shoreline. Wolf Bay watershed plan
Is vinyl the right bulkhead material?
Vinyl is the material Orange Beach owners picked most in 2026 permits. It is a sheet pile, a long interlocking panel driven into the bottom.
One 2026 permit pulled out a wood wall and installed 166 feet of vinyl for a $70,000 declared value, about $420 per foot. Orange Beach permit ST26-000145 Another built 256 feet of vinyl sheet pile in place of an aluminum wall for $96,000, about $375 per foot. Orange Beach permit ST26-000035
A third swapped rotting wood face boards on 75 feet of wall for vinyl sheets, about $390 per foot. Orange Beach permit ST26-000003
- Orange Beach permits: about $360 to $420 per foot, 2026. Orange Beach permit ST26-000145
- Baldwin County bids: six bids at Lillian ran about $256 to $611, with a middle bid near $445. Lillian bid tabulation
- National guide: $200 to $600 for a five-foot wall. Walls eight to ten feet tall cost nearly double. [2]
Vinyl still depends on other parts. The 256-foot permit lists wood whalers, and another lists a wood whaler tieback. Orange Beach 2026 permits Ask what the wales, rods and anchors are made of.
What about a wood (timber) bulkhead?
Wood is the older standard in Baldwin County, and many owners are replacing it. Orange Beach permits in 2026 swapped wood for vinyl on several walls.
One permit removed 166 feet of wood wall for vinyl. Orange Beach permit ST26-000145 Another replaced 70 feet of rotten wood, new tie-back rods and a new cap for about $415 per foot. Orange Beach permit ST26-000131
- Baldwin County bid: a 127-foot timber bulkhead at Seminole Landing drew bids of $419, $585 and $725 per foot in 2018. Seminole Landing bid tabulation
- National guide: $150 to $500 per foot. [2]
The county bid is old public work with bonding. Treat it as a ceiling check, not a quote. Wood and steel bulkheads make up about 5 miles of armor along the Bon Secour River. Bon Secour watershed plan
How does a concrete bulkhead compare?
Concrete costs about the same as steel and more than wood, on the figures we found. None come from an Alabama bid.
- Texas Gulf contractor: $350 to $650 per foot installed. [8]
- National guide: $200 to $800 per foot. Height, access and soil push a wall to the top. [2]
Concrete is rare on local water. In the Wolf Bay survey it was 210 feet of about 63,190. Wolf Bay watershed plan
HomeGuide puts concrete, steel and reinforced vinyl in a medium tier, $400 to $600 per foot, for basic replacement with limited land access or barge work. [1] Ask whether your lot needs a barge, because it changes the price more than the material.
What does a steel bulkhead cost?
Steel runs about $300 to $600 per foot from one Texas Gulf contractor. A national guide gives $250 to $700.
- Texas Gulf contractor: $300 to $600 per foot installed. [8]
- National guide: $250 to $700. Taller walls and barge-only access cost more. [2]
Steel sheet pile shows up on Baldwin County water. Wolf Bay and Bon Secour surveys count steel and wood together, so they do not give steel alone. Wolf Bay watershed plan Ask any bidder to price steel and vinyl on the same footage.
What are aluminum and composite walls?
Aluminum and composite are the least common choices, and our prices come from outside Alabama. Orange Beach does have aluminum canal walls.
- Composite (fiberglass and resin): $250 to $400 per foot from one Texas Gulf contractor. [9]
- Aluminum sheet pile: $400 to $650 per foot from one South Florida contractor. The price includes engineering coordination, permits, tiebacks and a cap. [10]
That contractor says aluminum is structurally stronger than vinyl. That is a seller claim from one source, so ask for a design letter from an engineer.
A 2026 Orange Beach permit tore out about 40 to 60 feet of existing aluminum wall during a vinyl rebuild. Orange Beach permit ST26-000035 Aluminum walls are clearly in local canals. We found no local aluminum bids.
What is a concrete-filled vinyl (hybrid) wall?
A hybrid wall pours steel-reinforced concrete inside vinyl sheet piling. It costs the most of any wall here, about $500 to $1,200 per foot.
- National guide, 2023: $500 to $1,200 per foot, and more for commercial or high-erosion walls. [1]
- Maker estimate, 2023: $1,000 to $2,000 per foot for substantial saltwater walls, weighted to South Florida. Treat it as a ceiling. [11]
The maker also says building from the water can add 30 to 40 percent, per some contractors. [11] We found no Alabama hybrid bid. Ask for one in writing before you budget on these numbers.
Are riprap and living shorelines real alternatives?
Yes, and Alabama rules lean toward them. On sheltered shores, rock or plants may do the job of a wall.
The 2026 Corps permit for bank work covers bulkheads, riprap, revetments, sills and plantings. 2026 NWP 13 A separate permit covers living shorelines on low to mid-energy shores. 2026 NWP 54
- Riprap: State Lands allows a Consent of Use for riprap at or within 10 feet waterward of mean high tide. State Lands rule 220-4-.09(4)(e)2
- Hard walls reflect waves: they can send wave energy onto neighbors with no wall. Sea Grant living shorelines manual
- Add nature to a wall: NWP 13 allows textured wall surfaces, rock pools and small reef structures beside a bulkhead. 2026 NWP 13
See living shorelines and riprap and shoreline stabilization.
How do state rules shape the material choice?
State rules decide whether you may build a hard wall at all, then which kind. Material comes second.
- ADEM: a bulkhead needs proof that no feasible non-structural option exists. Those options include restoring dunes, wetlands and grassbeds, nourishment, or retreat. ADEM rule 335-8-2-.06(1)(d)
- State Lands: on state bottoms, work should use native plants, riprap and similar soft methods instead of vertical walls wherever feasible. State Lands rule 220-4-.09(4)(b)
- Wall position: a replacement may sit at or within two feet waterward of mean high tide. A new wall must sit at or landward of it. State Lands rule 220-4-.09(4)(e)2(iv)
- Gulf front: walls are not allowed on beaches or primary dunes unless landward of the Coastal Construction Line and needed to protect a structure. ADEM rule 335-8-2-.08(4)
Orange Beach also bars protective shoreline structures seaward of that line without a variance. Orange Beach Zoning Ordinance Sec. 10.0305(k) Read the Gulf-front armoring guide and the permit guide.
If your wall is already permitted, swapping material is handled as a replacement. The 2026 Corps maintenance permit allows replacement of a serviceable structure with minor deviations for new materials. 2026 NWP 3
What do Orange Beach permits show about materials?
Recent Orange Beach permits show owners moving from wood to vinyl and shoring up old walls. The city lists these values publicly.
- 166 feet, wood pulled out, vinyl installed: $70,000, July 2026. Orange Beach permit ST26-000145
- 256 feet of vinyl in place of aluminum: $96,000, April 2026. Orange Beach permit ST26-000035
- 75 feet re-faced with vinyl over rotting wood: $29,000, March 2026. Orange Beach permit ST26-000003
- 70 feet of new cap, rods and wood: $29,000, July 2026. Orange Beach permit ST26-000131
Other 2026 permits put a new wall in front of an old one, such as $58,240 for one seawall and $7,895 for a 4-foot vinyl wall. Orange Beach 2026 permits Building a wall in front of the old one can save removal cost, a Texas contractor notes. [8]
The city bulkhead permit fee is $50 for a one- or two-family home. Orange Beach fee schedule The declared job values above are not the permit fee.
What should I ask a contractor about material?
Ask every bidder to price the same wall, then ask why they chose the material. Matching scope makes bids comparable.
- Which material do you recommend, and why for my water and soil?
- What are the wales, tie rods, anchors and cap made of? One Orange Beach permit lists 5/8-inch stainless rod. Orange Beach permit ST26-000131
- What wall height and sheet length does the design use?
- Do you remove the old wall or build in front of it, and what does each cost?
- Does the price include engineering, permits and barge work?
- Is any warranty written into the contract, and who honors it?
Check the license too. Residential work over $10,000 needs a Home Builders Licensure Board license. Code of Alabama 34-14A-2(16) The written contract must show the license number. Code of Alabama 34-14A-7(f) See how to verify a contractor and seawall replacement.
Bulkhead material questions
What is the cheapest bulkhead material?
Ranges overlap, so ask for bids. A national guide lists wood at $150 to $500 per foot, vinyl at $200 to $600, steel at $250 to $700 and concrete at $200 to $800. [2]
How much would 100 feet of vinyl cost in Orange Beach?
At 2026 declared permit values, about $36,000 to $42,000 before extras. Orange Beach permit ST26-000145 Baldwin County public bids would put it at about $26,000 to $61,000. Lillian bid tabulation
Can I replace a wood wall with vinyl?
Yes. Orange Beach permitted a wood-to-vinyl replacement in 2026. Orange Beach permit ST26-000145 You still need the usual permits. See the permit guide.
Do I know what a steel or concrete wall costs in Alabama?
Not from a local bid. Our figures come from a Texas Gulf contractor and national guides. [8] Get written local bids.
Does Alabama favor a particular material?
It favors soft options first. State Lands says to use native plants, riprap and similar methods instead of vertical walls where feasible. State Lands rule 220-4-.09(4)(b)
Can I build any wall on the Gulf front?
Usually not. Walls on beaches and primary dunes are barred unless landward of the Coastal Construction Line. ADEM rule 335-8-2-.08(4) Orange Beach adds its own test. Orange Beach Code Sec. 30-189(7)
