What does a cracked bulkhead cap mean?

A cracked cap or panel is a clue, not a diagnosis. It can be cosmetic, or it can be the first sign that the wall behind it is moving.

The cap is the beam on top that ties the wall together and gives you something to stand on. The panels or sheets below it hold back the soil. Damage in one often traces to a problem in the other, or to a part you cannot see.

  • Hairline surface cracks: often shrinkage or weather. Watch them.
  • Rust stains or exposed steel: water has reached the reinforcing bar, and the concrete will keep breaking off.
  • Cracks that line up with a dip in the yard: soil is leaving. See soil loss and drainage.
  • Cap pulled away or tilted: the wall may be leaning. See tiebacks and anchors.

How do I read a crack before paying?

Track the crack before you treat it. A crack that does not change is a different problem from one that grows after every storm.

  1. Mark the ends. Draw a line across each end with a marker and write the date.
  2. Photograph with a ruler in the frame, from the same spot each time.
  3. Look at the pattern. Vertical cracks near joints are common. A crack running along the cap, or a step where one side sits lower than the other, is a stronger warning.
  4. Check both sides. Look at the yard for dips and at the water side for gaps or missing sections.
  5. Re-check after storms. Compare the marks and photos after any high-water event.

Movement matters more than width. Hand the dated photos to the assessor. They save a site visit and show whether the wall changed after Sally or a later storm.

The assessment guide explains what to ask for when the pattern is not clear.

Do I need a permit for cap repair?

Repair of a permitted wall is the easiest path, but it is not permit-free. Nationwide Permit 3 covers repair, rehabilitation or replacement of a previously authorized, serviceable structure, with minor changes for new materials or safety codes. Corps NWP 3

ADEM’s conditions for NWP 3 in the coastal area keep it away from wetlands, grass beds and natural oyster reefs, and require State Lands authorization. ADEM NWP 3 conditions The Coastal Area Act treats normal maintenance and repair of bulkheads that existed in 1979 as a permissible use. Alabama Coastal Area Act

  • Orange Beach: a bulkhead or seawall is a Site Permit at $50 for a one- or two-family home. Orange Beach fee schedule
  • Gulf Shores: a bulkhead permit is $50. Gulf Shores fees
  • Baldwin County: a Marine Accessory permit is required for repair or alteration inside a flood zone, and not required outside one. Baldwin County checklist

When does repair stop being repair?

Cap and panel work can grow past repair. ADEM calls a repair or improvement costing 50 percent or more of a structure’s value a substantial improvement. ADEM substantial improvement

State Lands uses a similar test. Rebuilding more than half a structure, or changing the existing pilings, brings it under the current submerged-lands rule. State Lands rebuild rule

Ask for a written scope that lists feet of cap and feet of panel. Then compare those numbers with the whole wall, so nobody is surprised halfway through.

Can I repair a Gulf-front cap?

On the Gulf beach, even repair is a coastal matter. Any substantial improvement to an existing structure on land between mean high tide and the Coastal Construction Line (CCL) is prohibited. ADEM Division 8 rule

Orange Beach and Gulf Shores run the ADEM program locally. ADEM local delegation Gulf Shores asks for ADEM approvals before it issues any permit for rip-rap or armoring on its beaches. Gulf Shores code 7-123 Call the local office before you touch a Gulf-front wall, even for a patch.

Can pools, decks and lifts sit near the cap?

Loads sitting on or near the cap can break it. Pools, patios, boat lift posts and heavy planters all add weight or soil pressure.

  • Ask the engineer how far from the cap a new pool or deck may sit.
  • Do not bolt a lift to a cracked cap. See docks and boat lifts.
  • Keep soil and mulch from piling above the cap, where it can slide into the water.

Orange Beach does not set a numeric bulkhead height. Its only wall rule says the structure’s elevation shall match projected wave run-up, based on depth, tide, slope, wind, current and design. Orange Beach zoning rule Your engineer sets the number.

What do common repair methods cost?

Repair methods match the damage. National repair guides give per-foot ranges, which help you judge a quote but are not Alabama bids.

National repair cost per linear foot
RepairRange
Small crack repair
$100 to $180
New concrete cap with tiebacks
$125 to $230
Joint grouting
$100 to $125
Restoring cracked panels
$450 to $600

These come from one repair guide updated in October 2026. [3] Another national guide puts non-structural repairs at $100 to $250 per foot. [1]

How do storms damage caps here?

Caps take the first hit when water rises over the wall. Sally put surveyed inundation of 7 to 9 feet in parts of Orange Beach, and it damaged a walkway at the Cotton Bayou Gulf access. NWS Sally report

After a storm, document the cap before any cleanup. Photos with dates help a permit file and, if land was lost suddenly, can help a State Lands reclamation request. State Lands reclamation rule

What did recent Orange Beach cap jobs cost?

Permit records show what owners are doing. These are declared values from city permits, not bids for your wall.

Each of these tied the cap to other parts of the wall. A cap rarely fails alone, so ask for a scope that covers the part below it.

What to ask a cap repair bidder

Cap repair looks simple, so scopes are often thin. Push for detail.

  • How many feet of cap and how many feet of face are included?
  • Will the new cap connect to the tie rods, and how?
  • What reinforcement goes in, and how is it protected from salt?
  • What is the plan for cracked panels, and who decides which to replace?
  • Which permit covers the work, and who files it?

The Corps and ADEM application asks for the legal authorization for any existing structure being maintained. Joint application drawings Pull your old permits first so that answer is ready. The contractor check guide covers license questions.

What about timber and older caps?

Not every cap is concrete. Many older walls on canals and bayous have timber caps, and the same watch-and-measure approach applies. Soft wood, loose bolts and gaps at the wale (the horizontal beam behind the face) are the signs to look for.

A Wolf Bay survey found far more steel and wood bulkhead than concrete along its shore. Wolf Bay shoreline survey So many owners here should expect a timber or vinyl face, with the cap type depending on the era of the wall.

Cap and panel repair questions

Is a cracked cap an emergency?

Not usually. A cap that is moving, or a wall that is failing during a storm, can be an emergency. The Corps has an emergency permit that can be authorized on first contact. Corps emergency permit

Can I patch the cap myself?

Cosmetic patching is up to you, but permits still apply to structural work. Baldwin County requires permits even when an owner does the work. Baldwin County owner exemption

Will a new cap fix a leaning wall?

No. A cap ties the wall together but does not stop soil pressure. A leaning wall usually needs anchors.

How much does cap repair cost?

National guides put small crack repairs at $100 to $180 per foot and new concrete caps with tiebacks at $125 to $230. [3] A local bid is the only real number.

Usually not. Flood insurance excludes seawalls and bulkheads. NFIP policy exclusion Ask your wind carrier about named storm deductibles. Alabama Department of Insurance
