Should I repair or replace my bulkhead?
Repair when the damage is limited and the wall still stands straight. Replace when the wall leans, the anchors have failed or the repair price nears half the cost of a new wall. A written inspection should tell you which case you have before anyone prices the work. [3]
Alabama owners usually say bulkhead, and the word seawall means the same thing here: a wall that holds soil back from the water. The cap is the beam on top. Panels or sheet piles form the face. Tiebacks and deadmen are the rods and buried anchors that hold the face against the soil.
- Small cracks, loose cap sections or a few bad panels usually point to repair.
- A wall that leans, bulges or has lost soil along most of its length usually points to replacement.
- Rotted wood faces and failed rods can go either way. Price both.
For help sorting out what you have, start with a seawall assessment. Then compare it against the cost ranges and the permit path.
What does bulkhead damage usually mean?
Look at the wall at low water and after heavy rain. Take dated photos of anything you find.
| What you see | What it often means | Usual direction |
|---|---|---|
Hairline cracks in the cap | Age, small movement or rusting steel inside the concrete | Repair: cap and panel repair |
Sinkholes or dips in the yard | Soil is escaping through gaps or failed drains | Repair: soil loss and drainage work |
Wall leans toward the water | Tiebacks or deadmen have failed, or the toe is undercut | Add anchors if the face is sound, replace if not: tiebacks and anchors |
Rotted or split wood boards | Wood faces are at the end of their life | Reface or replace |
Gaps between panels | Joints have opened and fill is washing out | Repair if short, replace if long runs |
Cracks plus soil loss plus lean | More than one failure at once | Replacement quote first |
Small voids behind a sound wall can sometimes be filled with injected foam. See foam injection for when that makes sense and when it only hides the cause.
What about old wood bulkheads?
Timber is still common on the back bays. A field survey of about 63,190 feet of Wolf Bay shoreline counted 8,103 feet of steel or wood bulkhead and only 210 feet of concrete bulkhead. Wolf Bay Watershed Management Plan Around Bon Secour, wood and steel bulkheads are the most common armoring, about 5 miles in all. Bon Secour watershed plan
Many Orange Beach canal owners now replace aging wood with vinyl. A July 2026 permit covered pulling out a wooden wall and installing 166 feet of vinyl for $70,000. Orange Beach permit ST26-000145 A March 2026 permit covered replacing rotting wood face boards on 75 feet with vinyl sheets and no change in footprint, for $29,000. Orange Beach permit ST26-000003
Reface or replace? Facing a wall only makes sense if the hidden parts are still sound. Ask the contractor to probe these and report what was found.
- The piles behind the boards.
- The whalers, the horizontal rails that hold the face.
- The tie rods and deadmen that anchor the wall.
For wood and steel walls on the water around Wolf Bay and Bear Point or Bon Secour, ask about the hidden parts before you decide. For how timber, vinyl, steel and concrete compare, see bulkhead materials compared.
When does a repair cost too much?
Angi suggests a replacement quote when a repair estimate approaches half of the cost of a new wall. The local numbers show why. Refacing or re-anchoring a wall in Orange Beach in 2026 cost about as much per foot as a new vinyl wall. [3]
| Job | Length | Declared value | About per foot |
|---|---|---|---|
Reface wood wall with vinyl sheets | 75 feet | $29,000 | $390 |
New tiebacks, 70 feet of rotten wood replaced, new cap | 70 feet | $29,000 | $415 |
Pull wood wall, install vinyl wall | 166 feet | $70,000 | $420 |
Demolish part of aluminum wall, build vinyl wall | 256 feet | $96,000 | $375 |
These are values applicants declared for permit fees, not invoices. The per-foot figures are rounded to the nearest $5. A repair that costs as much per foot as a new wall is a warning sign. National guides put cap, crack and joint repair at $100 to $250 per foot of affected wall. [1]
Repairs price only the feet that need work. A new wall prices every foot, so a short repair on a long wall can still be the smaller bill. See the full seawall cost guide.
How do repairs change the permit path?
Repairs can avoid some reviews. Replacement usually cannot. Three rules decide most cases.
- The 50 percent line. ADEM treats a repair or rebuild costing 50 percent or more of a structure's value as a substantial improvement. ADEM rule 335-8-1-.02 State Lands applies its rules when more than half of a structure is rebuilt or any pilings are altered. State Lands rule 220-4-.09
- The Corps maintenance permit. Nationwide Permit 3 covers repair or replacement of a previously authorized, serviceable structure with minor changes. 2026 Nationwide Permit 3 The wall must have been legally built to start with.
- The two-foot limit. State Lands allows a replacement bulkhead at the mean high tide line or up to two feet waterward of it. A brand-new wall must sit at or landward of that line. State Lands rule 220-4-.09(4)(e)
Mean high tide (the average high-water line) is the line a survey must show. Applications that leave it off are among the most common reasons Alabama shoreline permits are rejected. Sea Grant permit guide
The city or county permit comes last. In Orange Beach a bulkhead is a site permit with a $50 fee for a one- or two-family home. Orange Beach fee schedule Unincorporated Baldwin County uses a flood permit for marine accessories at $75 where the lot is in a FEMA flood zone. Can I build a new wall in front of the old one?
Contractors often drive a new vinyl wall tight against an old one instead of pulling the old one out. Orange Beach permits show the practice. One 2026 permit installed a new seawall in front of an old one for $58,240. Another added 8-inch pilings in front of an existing wall for $30,000. 2026 Orange Beach bulkhead permits
The method saves removal cost. It also moves the wall toward the water. Ask three questions before you agree.
- How far waterward does the new face sit, measured from mean high tide?
- Does it stay inside the two-foot replacement allowance above?
- Has the contractor confirmed the Corps and State Lands path in writing?
Canal lots are tight, so a few inches matter. On the narrow waters of Cotton Bayou and Terry Cove or Bayou St. John, ask how the change affects your neighbors.
Repair or replace after a hurricane?
A storm clock starts the day the damage happens. Nationwide Permit 3 covers storm-damaged structures if work starts or is under contract within two years. The Corps can extend that after hurricanes when owners show funding or contractor delays. 2026 Nationwide Permit 3
Keep pre-storm photos, surveys and old permit numbers. The permit only covers structures that were authorized in the first place. Land lost suddenly in a storm can sometimes be filled back in, but the owner must prove it and State Lands reviews imagery from the prior five years. Slow erosion does not qualify. State Lands reclamation rule
Expect long waits. Hurricane Sally hit in September 2020, and Orange Beach did not award its Perdido Pass Seawall Park repair contract until March 2023. Orange Beach Resolution 23-051 The storm guide covers what to document first.
How do I compare bids for the same scope?
Ask every bidder to price the same job on the same drawings. Then check these items against each written scope.
- Wall length, height and material, with sheet length and gauge stated.
- Whether the old wall is removed or left in place.
- Tiebacks or deadmen, with rod size and count.
- Cap type, backfill, filter fabric and drains.
- Who files the Corps, ADEM, State Lands and city paperwork, and who pays the fees.
A Safe Harbor Drive permit shows how specific a good scope can be. It names 16-foot, 4.1-gauge vinyl sheets, double 2x8 whalers and 20-foot pilings. Orange Beach permit ST26-000035 Use the contractor checklist before you sign.
Where do I find my wall's permit records?
Orange Beach keeps current permit information for everything issued after 2018 in its online permit portal, searchable by address or parcel. Orange Beach permit portal For unincorporated Baldwin County, permits from November 1, 2020 forward are in CitizenServe, and older ones are on a separate county page. Baldwin County permit search
Look for the original bulkhead permit, any Corps or State Lands approval and past repairs. They tell you what is legally in place, which decides which permit path applies. Ask for a marked plan at handover showing what was replaced, repaired or left alone.

Questions owners ask about repair versus replacement
How long does a vinyl bulkhead last compared with wood?
The research for this site found no Alabama study of wall life, so any number is a contractor claim. Local permits show owners replacing wood with vinyl, including a 166-foot job in July 2026. Orange Beach permit ST26-000145 Ask for the manufacturer warranty in writing.
Can I patch my bulkhead without a permit?
Do not assume so. Orange Beach issues bulkhead work as a site permit, and its permits state when a job covers a bulkhead only. Orange Beach permit, September 2024 Call your city or county office before you start.
Does a new wall in front of the old one need approval?
It can. State Lands allows replacement at the mean high tide line or up to two feet waterward of it. Anything further out gets case-by-case review. State Lands rule 220-4-.09(4)(e)
What if my wall was built before the coastal rules?
ADEM treats a structure as existing only if construction began before October 9, 1985 and all required approvals were in hand. Everything else counts as new. ADEM rule 335-8-1-.02(ee) An older permit record helps prove your case.
Is a repair estimate over half the price of a new wall a bad sign?
It is a signal to get a replacement quote. Angi suggests that when a repair estimate approaches 50 percent or more of new-build cost, replacement is often the better choice. [3]
Who decides whether my wall needs an engineer?
The permit reviewers and your bidders do. Ask the building office what it needs on your parcel. Orange Beach wants a boundary survey on new home permits, and the surveyor should state the datum on every drawing. Orange Beach submittal list
