Know the wall before you fix it

Seawall assessment in Orange Beach.
Find the cause before the fix.

By Orange Beach SeawallUpdated

A bulkhead assessment in Orange Beach should tell you which part is failing, why and what still needs testing. Use this guide to gather records, set the scope and judge the report.

What should a bulkhead assessment tell you?

A good assessment names the failing part, the likely cause and the next test. It should not jump straight to a product or a price.

Most walls here share the same basic parts. Ask the assessor to report on each one:

  • Cap: the beam along the top, concrete on most newer walls and timber on older ones.
  • Face: the vertical wall itself, made of timber boards, vinyl or steel sheets, or concrete panels.
  • Toe: the bottom edge buried in the bay or canal floor.
  • Tie rods and anchors: rods that run back into the yard to buried anchors and stop the wall from leaning.
  • Weep holes and filter cloth: small drains, and the fabric that lets water out while keeping soil in.

Ask for the limits in writing. A useful report says what the assessor could not see, such as buried anchors or the toe below the waterline, and how to check them.

Which permit records should I pull first?

Old permits can answer questions before anyone pays for probing. Start with the parcel’s jurisdiction and its permit file.

Out-of-state owners may not meet the “resident” definition. Open Records resident definition A missing permit is a question for the seller or contractor, not proof of unpermitted work.

How does cap height compare with local water levels?

Tides are small here, so a cap that sits low is a storm problem more than a daily one. At Arnica Bay, normal high tide sits only about 0.7 feet above the NAVD88 survey datum. NOAA Arnica Bay datums

The tide range at Perdido Pass is only about 0.9 feet. NOAA Perdido Pass datums Ask the surveyor to state the datum on the drawing. Orange Beach asks for NAVD88 on building site plans, but its coastal ordinance still names the older NGVD for Gulf-front surveys. Orange Beach survey requirements Orange Beach coastal use code

Sea level is also creeping up. Dauphin Island is rising about 1.7 inches per decade. NOAA Dauphin Island trend That is a trend, not a forecast, but it is a fair reason to record your cap elevation today.

What do Sally and Ivan show about my wall?

Ask whether the wall was tested by a real storm and how it came through. Sally put 5 to 7 feet of water above ground along the Baldwin County coast, with the worst damage in the back bays. NHC Sally report Orange Beach also logged almost 30 inches of rain. NHC Sally rainfall

Ivan was bigger on the water side. Perdido Pass reached about 8.8 feet in 2004. Corps tide gage table

  • Does the report mention overtopping, scour at the toe or washed-out fill from those storms?
  • Were any repairs made after Sally, and are permits on file?
  • Did the wall lean or settle in the months after the storm?

Inspect after a blowout too. North winds behind a storm can drain the water away and expose the toe, as Sally did in Mobile Bay. NHC reverse surge

How do I check a timber wall?

Most older bulkheads here are timber or steel. The Bon Secour plan calls wood and steel the most common armoring there. Bon Secour watershed plan A Wolf Bay survey counted about 8,100 feet of steel or wood bulkhead. Wolf Bay shoreline survey

Timber fails from the inside. Wood that sits in brackish water can lose strength long before the face looks bad. A board can look sound while the part below the mud line is soft. That is why an assessor should probe boards and piles with a tool, not only photograph them.

  • Probe boards at the waterline and at the mud line.
  • Check whalers (the horizontal beams) and the bolts that hold them.
  • Pull back a section of cap or fill to see the tie rods.

No Alabama survey of wood borer damage turned up, so no local failure rate is claimed here. Probing is how you find out for your own wall.

Who should inspect and sign the report?

Pick an engineer or a marine contractor, not a general home inspector. A general inspection does not evaluate a bulkhead.

Alabama licensing for marine work is unclear, so ask which license covers the job. The Home Builders Licensure Board covers residential work over $10,000. Home Builders Licensure Board threshold The General Contractors Board covers jobs of $100,000 or more and lists marine construction under its Heavy/Railroad classification. General Contractors Board threshold Marine construction classification

Before you sign anything, check both license lookups and ask which license the person claims covers the job. Use the contractor check guide for the steps.

Why does the report matter to buyers and boards?

Alabama follows caveat emptor for resale homes, which means “buyer beware.” The Real Estate Commission says no warranty comes with a used home. Alabama Real Estate Commission

A Baldwin County case shows the cost. In Kidd v. Benson, buyers on the Fish River skipped an inspection and signed an “as is” contract. Months later part of the bulkhead and a boathouse fell into the river, and the buyers lost. Kidd v. Benson

The buying guide and HOA guide go deeper.

What does a bulkhead assessment cost?

Expect a modest fee next to the repair. National cost guides put a seawall inspection at $200 to $600 per visit. [1] Engineering plans for a permit run about $2,000 to $3,000 in the same guide.

These are national figures, not Alabama quotes. A larger condo or marina wall costs more, because the assessor needs a boat, divers or probing along hundreds of feet.

Ask what is included: a site visit, a written report, photos, a sketch of the cap elevation and a cost range for each fix.

What should a written report contain?

A report you can hand to a bidder, a lender or a board has a standard set of parts. If one is missing, ask for it before you pay the final invoice.

  • The address, parcel number and the date and tide stage of the visit.
  • A sketch or plan with the length of wall, each section’s material and the cap elevation and datum.
  • Dated photos of every defect, with a note on how each was measured.
  • A cause for each defect, and a note where the cause is only a guess.
  • What was not inspected, such as buried anchors or the toe, and how to check it.
  • A ranked list of fixes with a cost range for each.

The state application asks for much of the same material. Form 166 needs dimensioned plan and cross-section drawings that show mean high and low water, the waterbody width and the names of adjoining owners. Joint application drawings A report built that way saves design time later.

What do recent Orange Beach permits show on price?

City permits print a declared job value, which helps you judge scale. These are what applicants declared for fee purposes, not final prices, and each job differed.

An assessment helps you see which of these your wall is closest to. Compare the reach of each fix with the findings.

Assessment questions owners ask

Do I need an assessment before any repair?

Not always, but a permit often asks for drawings that show the wall and the mean high tide line. Joint application drawings An assessment gives you the facts those drawings start from.

Can I check my own wall first?

Yes. Photograph the cap, the face and the yard on the same day each season, and note any sinking or leaning. That record helps an assessor and helps with State Lands if sudden land loss ever needs proof. State Lands reclamation rule

Does insurance pay for a failing bulkhead?

Usually not. The standard federal flood policy does not insure seawalls, bulkheads, wharves, piers or docks. NFIP policy exclusion

How long does an assessment take?

The site visit is short for a single lot. The report depends on records, probing and any survey. Ask for a date in writing.

Should the assessor also bid on the repair?

It can work, but ask how the conflict will be disclosed. An independent engineer gives you a scope that every bidder prices the same way.
