When does replacement beat repair?
Replace the wall when damage runs along most of its length, or when repair would cost about as much as new work. One national guide suggests replacement is often the better choice when a repair estimate nears 50 percent of the cost of a new wall. [3]
Signs that point to replacement:
- Boards or sheets are rotted, bored through or cracked in many places.
- The wall has moved and moved again after anchor repairs.
- The toe is exposed or undermined along a long run.
- Repairs would touch more than half the structure. State Lands treats a rebuild of more than 50 percent, or any change to the pilings, as a new structure under current rules. State Lands rebuild rule
The repair-or-replace guide walks through the decision with a checklist.
What is the 2026 permit route for a replacement?
A replacement bulkhead needs four approvals: the Corps, ADEM, State Lands and your city or county. One application package feeds all of them, but you must send the copies yourself, because the Corps does not forward them to State Lands. Corps copies to ADEM and State Lands
The federal piece changed on October 1, 2026. The Mobile District retired its old shoreline stabilization permit, ALGP-11, and now covers bulkheads, seawalls and riprap under Nationwide Permit 13. Corps ALGP-11 retirement The 2026 nationwide permits run from March 15, 2026 to March 15, 2031. 2026 nationwide permits Any handout or bid that cites ALGP-11 is out of date.
| Agency | What it decides | Fee |
|---|---|---|
Corps of Engineers, Mobile District | Federal permit, usually Nationwide Permit 13 | Free general permits; $10 homeowner individual |
ADEM | Coastal consistency and water quality | $1,000 up to 50 feet; $1,665 for longer |
State Lands Division | Consent to use state-owned bottom | $100 application fee |
City of Orange Beach | Site Permit | $50, plus $25 and $10 fees |
The ADEM fees are effective October 15, 2026.
ADEM invoices its fee and expects payment within 30 days. ADEM fee rules The Corps wants a pre-construction notice for work over 500 feet or one cubic yard of fill per running foot, unless it waives those limits. NWP 13 limits NWP 13 notice triggers
Where can the new wall go?
The usual answer is straight in front of the old wall. State Lands allows a Consent of Use for a replacement bulkhead at or within two feet waterward of the mean high tide line. A brand-new wall must sit at or landward of that line. State Lands two-foot rule
ADEM adds its own tests. The wall must sit at or above mean high tide and landward of wetlands, keep wetland water flow, and avoid fill in grass beds. ADEM bulkhead conditions The applicant must also show that no non-structural option will work. ADEM non-structural alternatives
Orange Beach has a local example. A 2021 permit replaced a damaged bulkhead with a new one in front of the old. It had front pilings and landside deadman pilings. The job value was $60,000, with $85 in city fees. Orange Beach permit ST21-000353
A survey settles the argument. A drawing that shows mean high tide is the paper that proves the wall stays inside the two-foot allowance.
Can I replace a Gulf-front wall?
Replacement on a Gulf beach is not a normal job. New bulkheads and seawalls are not allowed on Gulf beaches or primary dunes. The exception is a wall landward of the Coastal Construction Line (CCL) that protects an existing or previously permitted structure. ADEM Gulf armoring rule
Orange Beach’s coastal use fee for a hardened erosion control structure is $700. Orange Beach coastal use fees ADEM lists $2,545 for the same kind of structure. ADEM Gulf armoring fee Read the Gulf-front armoring guide before you spend on design.
Timber, vinyl, steel or concrete?
The wall material changes cost, life and what the permit shows. In a Wolf Bay survey, steel or wood bulkhead made up about 8,100 feet of shoreline, and concrete only about 210 feet. Wolf Bay shoreline survey
| Material | Range |
|---|---|
Wood | $150 to $500 |
Vinyl | $200 to $550 |
Steel | $200 to $600 |
Concrete | $200 to $600 |
These ranges come from one national guide, not Alabama bids. [1] Ask your engineer to match material to your water. Salty water at the passes, brackish water in the bays and nearly fresh water in the rivers all treat wood and metal differently. For how each material compares, see bulkhead materials compared.
How much does a replacement bulkhead cost?
Baldwin County publishes certified bid tabulations, and they are the best local price evidence. They are public work, so private lots can cost more or less.
- Vinyl sheet pile, Lillian, 2022: six bids on 295 feet ran from about $256 to $611 per foot, with a middle value near $445. Lillian Boat Launch bids
- Timber bulkhead, Seminole Landing, 2018: three bids on 127 feet ran $419, $585 and $725 per foot. Seminole Landing bids
- Demolition of the old wall: $42 to $163 per foot at Lillian, and $20 to $64 per foot at Seminole. Lillian demolition bids
Design, permits, access and backfill add to the wall price. The cost guide shows how to build a full budget.
How long do the permits take?
Plan on weeks to months, not days. The Corps has 30 days to call a notice complete, and work may start after 45 days with no response. When listed species may be affected, the Corps must confirm consultation is done first. Corps notice timing
Orange Beach estimates 14 days for the first review of a site permit. Orange Beach review times A permit becomes void if work does not begin within six months. Orange Beach permit expiry Work started without a permit costs double the fee. Orange Beach fee schedule
Storm damage gets more room. A previously permitted wall destroyed by a storm can be rebuilt under Nationwide Permit 3. Work must start or be under contract within two years, and the Corps can extend that after hurricanes. Corps NWP 3
What licenses and lien rules apply?
Check the license before you sign. Residential work over $10,000 falls under the Home Builders Licensure Board, and jobs of $100,000 or more under the General Contractors Board. Home Builders Licensure Board General Contractors Board
Alabama lien law lets subcontractors and suppliers file a lien on your lot. The prime contractor has six months from the last work, other claimants four months, and laborers 30 days. Alabama mechanic’s lien deadlines Collect lien waivers and pay against invoices.
If you pull the permit yourself as an owner-builder, Baldwin County requires a sworn exemption statement, and you give up access to the Homeowner’s Recovery Fund. Baldwin County owner exemption
What did Orange Beach owners declare in 2026?
City permit records give the closest local read on private jobs. These are declared job values on city permits, not final costs, and the scopes differ.
- Wood to vinyl, 166 feet: $70,000, or about $420 per foot. Orange Beach permit ST26-000145
- New 180-foot wall: $65,000, or about $360 per foot. Orange Beach permit ST26-000166
- 256 feet of vinyl on Safe Harbor Drive: $96,000, or about $375 per foot, with 16-foot sheets, double whalers and 20-foot pilings. Orange Beach permit ST26-000035
- A new wall in front of an old one: $58,240 on one permit and $7,895 for a 4-foot vinyl wall on another. Orange Beach 2026 permits
Notice what the 256-foot permit spells out: sheet length, gauge, whaler size and pile length. Ask your bidder for the same detail.
Can I build the new wall in front of the old one?
Building in front of the old wall can save removal cost and avoid disturbing soil. A Texas contractor guide notes the same idea. It prices demolition and disposal of an old bulkhead at $75 to $250 per foot, which is why leaving the old wall in place can matter. [8]
The trade-off is room and rules. The new wall has to stay inside the two-foot allowance. The old wall becomes part of the backfill, so any old tie rods and boards stay buried.
If the old wall has to come out, ask the bidder to price removal separately. Public bids at Lillian showed a wide spread. Lillian demolition bids
How do I read a replacement bid?
Ask each bidder to split the price. A single lump sum hides what you are buying.
- Wall material, sheet length and gauge, and pile length.
- Removal of the old wall, per foot.
- Tie rods, deadmen and the cap.
- Backfill, per cubic yard.
- Mobilization, permits and engineering.
Use the middle bid, not the low one, as your planning number. At Lillian the lowest vinyl price was about $256 per foot, but the middle of six bids was near $445. Lillian Boat Launch bids

How far out can a replacement bulkhead go?
At or within two feet waterward of mean high tide, under a State Lands Consent of Use. A new wall must go at or landward of that line. State Lands two-foot rule
Does ALGP-11 still apply to my bulkhead?
No. As of October 1, 2026 it is retired, and bulkheads now go under Nationwide Permit 13. Corps ALGP-11 retirement
Can I replace a hurricane-damaged wall without starting over on permits?
If it was authorized in the first place, Nationwide Permit 3 can cover it when work starts within two years. Keep pre-storm photos, surveys and old permit numbers. Corps NWP 3
Will FEMA or flood insurance pay?
Almost never. Flood insurance excludes bulkheads and seawalls. NFIP policy exclusion An SBA disaster home loan can add up to 20 percent for protection such as a seawall. SBA mitigation loans
Do I need an engineer?
Plan on one for design and drawings. The Corps and ADEM application needs dimensioned drawings that show mean high and low water. Joint application drawings
