Living shorelines in Baldwin County.
Marsh, oyster reef and rock.

By Orange Beach SeawallUpdated

A living shoreline on Perdido Bay, Wolf Bay or the Eastern Shore uses marsh plants, oyster shell or rock in place of a vertical bulkhead. It suits sheltered bays and rivers, and Alabama rules lean toward it.

What is a living shoreline?

A living shoreline holds the bank with marsh plants, oyster shell and rock instead of a vertical wall. Alabama rules lean toward it. State Lands says shoreline work should use native wetland plants, riprap and similar soft methods instead of vertical seawalls wherever feasible. State Lands rule 220-4-.09(4)(b)

Many designs pair a planted marsh edge with a low sill or reef just offshore. The sill breaks small waves so plants can root. Riprap, a sloped layer of stone, sits on the harder end of the same range.

The Corps agrees on the principle. It encourages soft stabilization where erosive forces are moderate to low. It says hard walls may be necessary where forces are strong, based on fetch, wave energy, bank height and surge. 2026 NWP 13 note For the harder option, see riprap and shoreline stabilization.

  • Marsh and shell suit calm, shallow edges.
  • Rock sills and reefs suit moderate waves.
  • Walls suit strong waves and tall banks.

Where does a living shoreline fit in Baldwin County?

The 2026 Corps permit for living shorelines, NWP 54, covers low- to mid-energy shores. 2026 NWP 54 That means sheltered bayous, creeks and rivers, not the open Gulf or the long fetch of Mobile Bay.

A Wolf Bay field survey found about four-fifths of its 12 miles of shoreline still natural. Wolf Bay Watershed Management Plan On mostly natural shores like these, a new vertical wall stands out. It can also bounce wave energy onto neighbors who have no wall. Alabama shoreline manual

That makes living shorelines a strong fit around Wolf Bay, Weeks Bay and Fish River and the Magnolia River. They fit less well on a fully walled canal like Bayou St. John.

What do local living shoreline projects cost?

The Baldwin County examples are public, open-bay projects, not backyard sills. The Nature Conservancy's 2012 Swift Tract project placed five basket reef segments about 40 feet offshore. They run along more than 2,100 feet of shoreline. The cost was $549,341, roughly $260 per foot. TNC Swift Tract fact sheet

A 2014 trustee plan estimated $5,000,080 for about 1.6 miles of oyster-shell breakwaters at Swift Tract in Bon Secour Bay, roughly $590 per foot. Deepwater Horizon trustees fact sheet The Conservancy's program has installed more than 9 miles of reef at 17 locations on the Alabama coast since 2005. TNC Alabama brochure

Use these as context, not as your price. For one lot on a protected bayou, the national residential range of $50 to $350 per foot is the closer guide. [1]

What rules apply to a living shoreline?

  • ADEM. Before armoring, an applicant must rule out non-structural options such as restoring dunes, wetlands and grassbeds, shoreline nourishment and retreat. ADEM rule 335-8-2-.06(1)(d)
  • Corps NWP 54. Requires a real biological part, such as fringe marsh or oyster reef. Structures and fill can extend no more than 30 feet waterward of mean low water and 500 feet along the bank, though both can be waived. Every new living shoreline needs a pre-construction notice. 2026 NWP 54
  • State Lands. Fill placed or sediment gained below mean high tide does not change your property line. State Lands rule 220-4-.09(4)(b)7

ADEM conditions NWP 54 on sending ADEM copies of the paperwork. ADEM coastal concurrence See the permits page for the full order of approvals.

Is riprap a middle option?

Riprap sits between a living edge and a vertical wall. State Lands allows a Consent of Use for riprap placed at or within 10 feet waterward of mean high tide. State Lands rule 220-4-.09(4)(e) It also lists riprap, filter mats and wave attenuation units as methods to use instead of vertical seawalls where feasible. State Lands rule

Baldwin County public bids for installed riprap at the CR 6 boat launch ranged from $71 to $175 per square yard, depending on stone thickness. Baldwin County CR 6 bid, 2024 At Live Oak Landing, loose riprap was bid at $100 to $150 per ton. Live Oak Landing bid, 2023

Ask the designer to add filter fabric beneath the stone and a toe that will not undercut. See riprap and shoreline stabilization for details.

Do waves and boat wakes matter?

Erosion has several causes: waves, longshore currents, wind, boat wakes, tides, freshwater inflows and runoff. Sea Grant living shorelines manual On the lower Fish and Magnolia rivers, heavy boat traffic and wakes may be eroding marsh islands. Weeks Bay watershed plan

More than 38 percent of property owners around Mobile Bay had built some hard structure by the 2012 survey. At the rate then current, over 45 percent of the bay shore would be armored by 2020. Sea Grant living shorelines manual A wall that reflects wave energy onto a neighbor's soft bank can start the same cycle next door. Talk to neighbors before you build. See building as a neighbor group.

What is the Joe Faust Living Shoreline Act?

A 2024 Alabama law, the Joe Faust Living Shoreline Act, lets State Lands permit a residential owner to dredge sand and sediment from the owner's own riparian area. The owner may also dredge a neighbor's area with consent. The purpose is to build a living shoreline. The dredge fee is half the normal fee. Code of Alabama 9-7-13.1

The normal State Lands dredge fee is $1.25 per cubic yard for the first 10,000 cubic yards kept below mean high tide. There is a $500 minimum, set in 2022. State Lands dredge fees The law states its purpose as encouraging living shorelines in place of vertical walls, revetments or bulkheads.

What goes in the permit package?

A Sea Grant guide for Alabama homeowners lists what a living shoreline application contains. Sea Grant permit checklist

  1. A State Lands Notice to Impact State Owned Submerged Lands.
  2. Proof of upland interest, such as a deed.
  3. A licensed surveyor's drawing showing mean high water.
  4. A notarized State Lands affidavit.
  5. The joint Corps and ADEM application, a vicinity map, a site plan and a cross-section.

Because the state owns the bottom below mean high tide, even a planted edge or sill below that line needs State Lands approval. ADCNR rule 220-4-.09 The Coastal Section office in Spanish Fort is at (251) 621-1216. ADCNR contact page Apply at least 90 days before construction. The most common rejection reasons are drawings that do not show mean high tide and a missing project narrative. Sea Grant permit guide

How do seagrass and marsh shape the design?

Alabama protects seagrass beds with overlapping rules. ADEM bars dredging or filling close to existing grassbeds and bars pier platforms over them. A grass survey may be needed, and the recommended window is June through September. Alabama seagrass rules ALGP general condition 5

Seagrass in the Weeks Bay area is limited mostly to the lower Fish and Magnolia rivers. Weeks Bay watershed plan Weeks Bay is a National Estuarine Research Reserve, so expect closer review there. NOAA Weeks Bay reserve

What are hybrid and nature-based features?

You do not have to choose all or nothing. The 2026 NWP 13 allows nature-based features on new or existing bank stabilization, such as wall materials with textured surfaces, shelves and pits for marine growth. 2026 NWP 13 A low sill, a planted edge and a short wall can sit together. Ask your designer what mix fits your fetch and bank height.

If a wall is the right answer for your lot, see repair or replace and seawall replacement.

What should I ask a shoreline designer?

  • What wave energy and fetch did you assume for my shore?
  • Which Corps permit applies, and what footprint does it allow?
  • How far offshore does the sill sit, measured from mean low water?
  • Which native plants, and what is the planting schedule?
  • Who maintains the plants and shell, and what happens after a storm?
  • How will the design affect my neighbors' shoreline?

Get the answers in writing, then compare them with a bulkhead or riprap quote on the same lot. A seawall assessment can describe your shore's condition first.

How do cost and care compare?

Clemson Extension, citing NOAA, says living shoreline installation can reach $2,000 per foot for the most expensive designs, while bulkheads can reach $5,000. It says maintenance, where needed, may reach $100 per foot a year for living shorelines against $500 for bulkheads. Clemson Cooperative Extension Those are ceilings from outside Alabama, not local quotes.

Plants and shell need time to establish. Expect to replant or repair after a storm. Ask the designer for a care plan in writing. See the cost guide.

Living shoreline questions

Can I build a living shoreline instead of a bulkhead in Mobile Bay?

On sheltered shores, yes, and Alabama rules favor it. On open Mobile Bay fetch a hard wall may be needed. 2026 NWP 13 note

Does a living shoreline need a permit?

Yes. NWP 54 requires a pre-construction notice for every new living shoreline. 2026 NWP 54 State Lands and ADEM also review it.

Does a living shoreline change my property line?

No. Fill or sediment gained below mean high tide does not change title. State Lands rule

Is there a state incentive?

The Joe Faust Living Shoreline Act halves the State Lands dredge fee when you dig sand from your riparian area to build one. Code of Alabama 9-7-13.1

What does a living shoreline cost?

National residential figures run $50 to $350 per foot. [1] Public open-bay projects in Baldwin County worked out to about $260 to $590 per foot. Deepwater Horizon trustees fact sheet

Will a living shoreline work on a walled canal?

Possibly, if the shore is low energy and there is room for plants. Bayou St. John is 62 percent hard-armored, so ask a designer what space your lot has. Sea Grant living shorelines manual

Can a living shoreline replace a failing bulkhead?

Sometimes, if the shore is low- to mid-energy. ADEM asks you to rule out non-structural options first. ADEM rule 335-8-2-.06(1)(d)
