Is a dock a separate project from the wall?

A dock, pier or boat lift needs its own permits, even when the bulkhead is already permitted. Orange Beach says each structure requires its own permits, and a permit for one cannot cover another. Orange Beach permit checklist

In Orange Beach, piers, docks, boathouses and boat lifts are Marine Accessory building permits. The bulkhead itself is a Site Permit. Orange Beach Site Permit

In Baldwin County, the same Marine Accessory flood permit covers docks, boat lifts, bulkheads and seawalls. Baldwin County marine flood permit Plan both projects together so the dock loads are part of the wall design.

What state and federal rules apply to piers?

A typical residential pier here goes under the Corps’ Alabama General Permit 05 (ALGP-05). It allows up to three boat berths, a terminal structure up to 3,000 square feet, and a length no more than 25 percent of the waterway width. ALGP-05 limits

The Corps also wants copies of the notice sent to ADEM and State Lands. Corps copies to ADEM and State Lands

Do boat lifts and roofs need a Corps notice?

Replacing a boat lift on an existing slip is the simplest case. The Corps does not require a notice to add or replace a hoist on an existing slip. It also does not require one to add a one-story roof to an existing open deck, if no new pilings go in. ALGP-05 lift and roof rule

The exceptions matter. The shortcut does not apply to structures more than 50 years old, or to roofs over or within 10 feet of wetlands or seagrass.

The local permit still applies. Orange Beach charges $3 per $1,000 of value for a marine accessory permit, with a $25 minimum. Orange Beach marine accessory fee A June 2025 permit for a four-piling lift in a community slip listed a $28,000 value and an $84 fee. Orange Beach June 2025 permit

Which waters close the Corps fast track?

Some places cannot use the general permits. ADEM bars ALGP-05 piers on parcels fronting the Gulf or Pelican Bay, and bars boat slips, dredging and boat ramps on the Gulf, Pelican Bay or Weeks Bay. ADEM ALGP conditions

  • Weeks Bay piers: those that qualify are capped at 300 feet long, two berths and 620 square feet of terminal deck. ALGP-05 Weeks Bay limits
  • Seagrass and marsh: a walkway over them must be 5 feet wide or less and at least as high as it is wide, with gapped decking. ALGP-05 wetland design
  • Survey season: the Corps may ask for a seagrass survey, with June through September recommended. ALGP survey window

A winter application near grass can wait for summer. Plan ahead.

What did storms do to docks here?

Docks are the first thing storms take. Sally destroyed many docks and piers from east of Gulf Shores to the state line and up Perdido Bay. NHC Sally report

Nate damaged just under 200 piers in Baldwin County in 2017, 62 of them with major damage and two completely destroyed. NWS Nate report

Boat lifts can also ground when north winds drain the water. Mobile Bay saw that during Sally. NHC reverse surge Walk the dock at low water and look for bent bolts, cracked caps and loose connections.

What city and county dock rules apply?

Local rules are mostly about building quality and size. Check these before you design.

  • Gulf Shores: piers pay $4 per $1,000 of value. Gulf Shores fees Fasteners must be 316 stainless steel, with two bolts at each piling connection and screws instead of nails on decking. Gulf Shores pier standards
  • Gulf Shores roofs: a roofed pier structure may cover no more than 800 square feet, and no more than 50 square feet may be enclosed. Gulf Shores zoning
  • Foley: a riparian permit is $75, or $25 for repairs. Foley riparian fees
  • Baldwin County: $75 flood permit fee in a flood zone, plus $15 and $10 admin fees. Baldwin County fee schedule

What wildlife checks apply near docks?

Warm-season wildlife can slow in-water work. Manatees visit Baldwin County waters, and sightings go to the Dauphin Island Sea Lab at 1-866-493-5803. Dauphin Island Sea Lab manatee network

When listed species may be affected, the Corps cannot let work start on the 45-day default. Corps notice timing

What do docks and boat lifts cost?

Orange Beach’s own permit data is the best local guide. About 152 marine accessory permits from January 2024 through September 2026 had a median declared value near $28,000, and the middle half ran about $13,800 to $76,500. Orange Beach permit valuations

  • Public timber dock, Bon Secour River, 2024: $110 to $181 per square foot across three bids. Baldwin County CR 6 bids
  • National boat lifts: $1,000 to $8,000 installed on average. [4]
  • National piling replacement: $200 to $800 per piling. [5]

Permit values are what owners declared, not final prices. The cost guide has more.

What did lifts and docks show on 2026 permits?

Orange Beach posts monthly permit lists with declared values. Lift jobs from March to September 2026 ran from $6,500 to about $24,300, depending on pilings and lift size. Orange Beach 2026 boat lift permits

  • Install four pilings with a lift: $11,805 in an empty slip.
  • Swap a 10K lift for a 20K lift with new poles: $15,000.
  • Remove and replace a lift with pilings undisturbed: $16,402.

Larger jobs cost much more. A 100-foot access pier with a small slip was declared at $48,000, and a 5-by-184-foot pier with a boat shelter at $180,000. Orange Beach 2026 pier permits Use these as scale, not quotes.

What must a dock permit package show?

Most rejected shoreline applications fail on paperwork. A Sea Grant guide for Alabama owners lists the common mistakes. MSU Extension permit guide

  • No full narrative description of the project.
  • Drawings that do not show mean high tide.
  • Drawings not on 8.5 by 11 inch black-and-white paper.
  • Missing latitude and longitude or section, township and range.
  • Drawings not to scale or without accurate dimensions.

The joint application also needs adjoining owner names and addresses. Joint application drawings Have your surveyor or designer check this list before filing.

What about community docks, condos and HOAs?

Shared docks add a paperwork step. State Lands needs proof you control the upland, which can be association documents. State Lands upland interest rule

Orange Beach permits show how common community lifts are. One 2025 permit listed a four-piling lift within an established community slip. Orange Beach June 2025 permit A board that plans a lift should confirm who owns the slip, who pays and what the declaration says.

The marina guide covers larger waterfront properties.

How do I inspect a dock quickly?

Check the dock where it meets the wall. That joint takes the load of the dock and, with a lift, much more.

  • Look for loose bolts, cracked caps and gaps where the dock meets the wall.
  • Check pilings for splits, hourglass wear at the waterline and soft spots.
  • Test the decking near the lift and near cleats.
  • Note any lean in the pilings after a storm.

Gulf Shores’ standards call for two stainless bolts at each piling connection and screws, not nails, in deck boards. Gulf Shores pier standards Use that as a benchmark for what good hardware looks like.

One local rule to check in each area

Dock, pier and lift plans run into different local limits around the county. Check the rule for your shoreline before you sketch the layout.

Each area guide cites the record behind its rule.
