Which license should a bulkhead contractor hold?
In Alabama, ask the contractor which state license covers your job, then check it yourself. Marine licensing is split and not clear. Residential work over $10,000 falls under the Home Builders Licensure Board. Non-residential work of $100,000 or more falls under the General Contractors Board. Alabama Code 34-14A-2 Alabama Code 34-8-1
What the home builder law covers
The home builder law covers anyone who builds, repairs or improves a residence or structure for pay when the job tops $10,000. The Board has not said on its website whether that includes a home seawall or dock, so do not assume either way.
The General Contractors Board lists marine construction and pile driving under its Heavy/Railroad classification, or a specialty classification in place of it. Alabama rule 230-X-1-.27 That is the license to look for on condo, HOA and commercial bulkhead jobs. Its residence exemption covers work on a home. Alabama Code 34-8-7
