Riprap and shoreline stabilization in Baldwin County.
Match the method to the water.

What riprap does, and what it cannot do

Riprap is a pile of heavy stone placed along a shore or at the foot of a wall. It breaks up wave energy and slows scour. It does not hold back soil the way a bulkhead does, so it fits sloping banks and wall toes better than steep, tall drops.

Alabama policy leans toward soft or sloped shorelines. State Lands says stabilization should use native wetland plants to the extent possible, and that riprap and similar methods should be used instead of vertical seawalls wherever feasible. State Lands rule

The Corps agrees on the principle. Its note to Nationwide Permit 13 encourages soft stabilization where erosive forces are moderate to low, and says hard structures may be needed where they are strong. Corps NWP 13 note

Hard structures can reflect wave energy onto unprotected neighbors and reduce habitat at the water’s edge. Sea Grant living shorelines manual Boat wakes are one of the main causes of erosion in the same manual, which matters along the Intracoastal Waterway.

Where does each shoreline type fit in Baldwin County?

Your neighbors’ shoreline is a clue to what regulators expect. Bayou St. John is about 62 percent armored, Arnica Bay about 56 percent, and the Intracoastal Waterway about 51 percent. Sea Grant armoring table

Other waters are mostly natural. Fish River is about 76 percent natural and the Magnolia River about 84 percent. Weeks Bay shoreline assessment In Wolf Bay, a field survey found about 52,100 of 63,200 feet natural. Wolf Bay shoreline survey

On a shore like that, a new vertical wall stands out. A sill, riprap toe or living shoreline fits better and draws less scrutiny. The living shorelines guide covers the options.

What state and federal permits does riprap need?

Riprap goes under the same federal permit as a bulkhead. Since October 1, 2026, the Mobile District covers bulkheads, seawalls and riprap under Nationwide Permit 13. Corps ALGP-11 retirement Living shorelines go under Nationwide Permit 54, which always needs a notice and limits the work to 30 feet waterward of mean low water unless waived. Corps NWP 54

  • ADEM: armoring needs a design plan, no fill in wetlands or grass, placement at or above mean high tide and a showing that no non-structural option works. ADEM NWP concurrence The fee is $1,000 for 50 feet or less and $1,665 for more. ADEM Fee Schedule B
  • State Lands: a Consent of Use covers riprap placed at or within 10 feet waterward of mean high tide. State Lands Consent of Use
  • Living shoreline sand: the 2024 Joe Faust Living Shoreline Act halves the State Lands dredge fee. This applies when an owner digs sand from their own riparian area to build one. Joe Faust Living Shoreline Act

What local permits and examples exist?

Orange Beach has already permitted riprap in the field. A September 2024 permit authorized adding stone riprap to specifications approved by the Corps, on a $10,000 job. Orange Beach September 2024 permit

Daphne expects soft or non-structural methods first, and asks for copies of the Corps and State Lands permits. Daphne shoreline rule

Can I use riprap on the Gulf beach?

Riprap is treated as armoring on the Gulf. ADEM’s Gulf fee of $2,545 covers hardened structures including riprap. ADEM Gulf armoring fee

Gulf Shores requires documentation that all ADEM approvals are in hand before it issues any permit for rip-rap or other structural armoring on its beaches. Gulf Shores code 7-123 The Gulf-front armoring guide explains the Coastal Construction Line (CCL), dunes and wildlife checks.

What do riprap and living shorelines cost?

Public bids give the clearest local numbers. They are for large public jobs, so a small lot may cost more per ton.

National guides put riprap at $50 to $200 per foot. [1]

What are the design basics for riprap?

Riprap is more than a pile. Public bids show how the pieces are priced. Stone is sold by size class and by ton or square yard, and a filter blanket sits under it.

  • Stone class: bids at the Bon Secour River launch priced 12-inch, 18-inch and 24-inch thick layers separately. Baldwin County CR 6 bids
  • Filter blanket: geotextile under the stone ran $3 to about $9 per square yard in the same bids.
  • Temporary sheet piling: an additive item at Live Oak Landing was priced at $150 per square foot. Live Oak Landing bids

Ask your designer to name the stone class, thickness, filter and toe detail. A bid that says only “install riprap” is not comparable.

What application mistakes should I avoid?

Riprap permits get rejected for the same reasons as bulkheads. A Sea Grant guide lists missing narrative descriptions, drawings without mean high tide, wrong paper size, missing coordinates and drawings not to scale. MSU Extension permit guide

For a living shoreline, the same guide lists a State Lands notice, proof of upland interest and a survey by a licensed Alabama surveyor. It also lists a notarized State Lands affidavit and the joint application. It advises applying at least 90 days before construction. MSU Extension living shoreline checklist

Plan a season for permits, not a weekend.

How much maintenance does riprap need?

Soft options can cost less to keep up. Clemson Extension, citing NOAA, says living shoreline maintenance may run up to $100 per foot per year, against up to $500 per foot per year for bulkheads. Clemson Extension living shorelines

This is a South Carolina source and a range of maximums, not an Alabama quote. It does support one planning habit: price the life of a project, not only the install.

For one lot on a protected bayou, the national $50 to $350 per foot band is the more realistic starting point. Public breakwater projects in open bays cost far more per foot and are not a fair comparison.

When is riprap the wrong tool?

Riprap does not fit every shore. Steep drops, tight canals and busy boat lanes can all call for a wall instead.

  • A tall bank with no room for a slope.
  • A lot where a dock needs deep water at the edge.
  • A narrow canal where the stone would eat into the channel.

The Corps note to Nationwide Permit 13 lists the factors that decide it: bank height, wave and current energy, fetch, nearshore depth, storm surge and waterway width. Corps NWP 13 note Ask your engineer to address each one for your lot.

Riprap and shoreline questions

Can I add riprap to my bulkhead without a permit?

No. In Orange Beach, riprap work has been permitted with Corps-approved specifications. Orange Beach September 2024 permit State Lands and ADEM also review it.

Is a living shoreline possible on my lot?

It works on low- to mid-energy shores like bayous and rivers, not open Mobile Bay or the Gulf. Corps NWP 54

Does a living shoreline change my property line?

No. State Lands says fill or sediment placed for a living shoreline does not change title. State Lands living shoreline rule

Will riprap hurt my neighbor?

It can, because hard structures may reflect wave energy onto unprotected neighbors. Sea Grant living shorelines manual

What does the permit cost?

Federal general permits are free, ADEM charges $1,000 for 50 feet or less, and State Lands charges $100 to apply. ADEM Fee Schedule B State Lands RTI application
