Leaning, bulging and failed anchors

Tiebacks and anchors for Orange Beach walls.
Measure the lean first.

By Orange Beach SeawallUpdated

A leaning bulkhead usually means its anchors are failing. Learn how tiebacks work, measure the lean yourself, and know the repair options before you ask for bids.

How do tiebacks and anchors hold a wall up?

A bulkhead is a retaining wall, and soil pushes on it all the time. Anchors keep it from tipping over. A tie rod runs from the wall back into the yard to a buried anchor, called a deadman, that holds the pull.

Orange Beach’s own review criteria for protective shoreline structures call for an adequately designed anchor and tieback system with treated wood. Orange Beach zoning section 10.0305(k) A 2021 city permit replaced a bulkhead with front pilings and landside deadman pilings. Orange Beach permit ST21-000353

  • Tie rods: steel rods that pull the wall back.
  • Wales: horizontal beams that spread the pull across the wall.
  • Deadmen: buried blocks, beams or piles that resist the pull.

When any of these rust through or rot, the wall leans. Walls often fail slowly, then quickly.

How do I measure a lean?

You can check lean with a level and a tape. A wall that leans toward the water, or a cap that sits farther out at one end, deserves an assessment.

  1. Use a plumb line. Hang a weighted string from the top of the cap and measure the gap to the face at several points.
  2. Sight along the cap. Look for a wave or step in the straight line.
  3. Measure the yard side. A crack or gap opening between the cap and the lawn means the wall is moving away from the soil.
  4. Record the water level. Note whether the water was high or low when you measured.
  5. Repeat after every storm. Keep the dated numbers with your photos.

Tides stay small in the back bays, at less than a foot. NOAA Orange Beach bay stations Measurements taken on a calm day compare fairly. After a north-wind blowout, the toe is often exposed and easier to inspect. NHC reverse surge

Do not stand at the edge of a leaning wall. Measure from the yard side and keep weight, vehicles and equipment back.

What are the anchor repair options?

The repair depends on what failed. An engineer should choose, because the wrong anchor can move the problem down the wall.

  • Replace corroded rods and plates, if the deadmen are still sound.
  • Add secondary anchors behind the existing ones.
  • Rebuild the cap with new tieback connections.
  • Install a new wall in front, with its own deadmen. See seawall replacement.

What do storms teach about anchors?

Anchors fail when the soil behind them is soaked or washed out. Ivan’s 10 to 15 foot surge did extensive damage to Orange Beach. NHC Ivan report

Heavy rain can do the same job. In 1997, Danny’s rains caused landslides along the Eastern Shore that left a few homes teetering at the bay edge. NWS Danny report

A case from the Fish River

On the Fish River, a stabilized bluff collapsed months after a home sale and took part of a bulkhead and a boathouse with it. Kidd v. Benson

The lesson is simple. A wall that looks fine can have weak anchors behind it, and a buyer or owner should check before the next storm, not after.

Is there room behind the wall for new anchors?

New anchors need space in the yard, and many canal lots have little. Gulf Shores allows reduced rear yards on some canal lots, down to as little as 10 feet. Gulf Shores canal lot setbacks

  • Check the survey for utilities, septic lines and easements.
  • Ask whether a pool, deck or shed sits on the anchor line.
  • In unincorporated Baldwin County, an unzoned lot is still regulated: building codes and flood permits apply, and zoned districts add setbacks. Baldwin County planning districts

If anchors cannot go behind the wall, a new wall with a different anchor design may be the answer.

What permits does anchor work need?

Anchor work changes the structure, so ask the city before you start. Modifying existing pilings counts as substantial rebuilding under State Lands rules. State Lands rebuild rule

Check the contractor’s license. Residential jobs over $10,000 fall under the Home Builders Licensure Board, and non-residential jobs of $100,000 or more under the General Contractors Board. Home Builders Licensure Board General Contractors Board

What does anchor work cost?

Anchor work prices depend on access and soil. National guides give a range.

National repair cost per linear foot
WorkRange
Secondary anchors
$225 to $300
Leaning wall repair
$200 to $600
Toe or berm failure
$300 to $600

These are national ranges from one guide. [3] Baldwin County’s 2018 Seminole Landing bids ran $419 to $725 per foot for a timber bulkhead, above the national wood range. Seminole Landing bids

How do I inspect anchors?

You cannot see buried anchors, so inspection means digging or probing. An assessor may open the ground at a few points and check what is there.

  • Expose a tie rod near the cap and look for rust, pitting or thinning.
  • Check the plate or connection at the wale.
  • Look for rotted deadman beams or pilings, if the ground can be opened.
  • Note how many rods there are and how far apart they sit.

The report should say which anchors were seen and which were assumed. Orange Beach’s criteria call for an anchor and tieback system that is adequately designed with treated wood. Orange Beach zoning section 10.0305(k)

What did Orange Beach owners declare for anchor work?

Recent city permits show anchor-related jobs. These are declared job values, not bids, and each wall was different.

Stainless rod is a choice worth asking about. Salt air and brackish water attack plain steel, so ask what grade each bidder proposes and why.

How do bluffs change anchoring on the Eastern Shore?

Bluff lots behave differently from flat canal lots. The coastal zone ends at the 10-foot elevation contour. A high bluff may therefore sit partly outside ADEM’s coastal area, even though the water work below it is inside. ADEM coastal area definition

Rain-soaked bluffs can slide, as Danny’s landslides showed. NWS Danny report A wall at the foot of a bluff may have to resist both water and a heavy slope above. Ask for a geotechnical review if any part of your lot rises behind the wall.

What does a sound repair sequence look like?

Anchor repair has an order. If a bidder skips a step, ask why.

  1. Measure and photograph the lean before anything moves.
  2. Open the ground to find the rods and deadmen.
  3. Design the fix with an engineer, not a salesperson.
  4. Get permits. Changes to existing pilings can bring the wall under current rules. State Lands rebuild rule
  5. Install and backfill in stages, so the wall is never left unsupported.
  6. Re-measure after the first storm.

Tieback and anchor questions

How do I know if my bulkhead is leaning?

Use a plumb line from the cap and measure to the face at several points. Compare dated photos over seasons. A growing gap between the cap and the lawn is a warning sign.

Can a leaning wall be pulled back?

Sometimes, with new anchors. An engineer has to say whether the face is sound enough to take the pull. A rotted face cannot be pulled back.

Do I need a new permit for new anchors?

Likely yes. Changes to existing pilings can bring a structure under current State Lands rules. State Lands rebuild rule

Is a lean always an emergency?

No, but treat a moving wall seriously. The Corps has an emergency permit for unacceptable hazards to life or significant loss of property. Corps emergency permit

Does insurance pay for anchor failure?

Rarely. Flood insurance excludes seawalls and bulkheads. NFIP policy exclusion The insurance guide explains the gaps.
